What is a PCN (Penalty Charge Notice or Parking Charge Notice)?
A PCN is a penalty for a contravention of road rules. Reasons for issue include (but are not limited to) non-payment of tolls, entering a bus lane or illegally parking a vehicle. Contraventions can be detected by parking enforcement officers, ANPR cameras or CCTV. PCNs can be issued to the registered keeper or affixed to the windscreen of the vehicle. A Notice to Owner/Keeper will be issued to the registered keeper of the vehicle if the reduced cost of the fine is not paid within 14 days.
