Who can issue a PCN?
PCNs can be issued by local Government authorities (Councils) or Private Parking Companies which are members of an accredited Trade Association such as the British Parking Association or International Parking Community. Following legislation implemented in 2012, PCNs issued by Private Parking Companies constitute a legal document.
